Yes, international students need a Tier 4 (General) Student Visa to study in the UK. You will need to provide proof of acceptance from a UK university and demonstrate that you have enough financial support.

The standardized test requirements will vary for international students depending on the program. By and large only English Language tests, such as IELTS, TOEFL or PTE are required by most of the Universities. The tests such as GRE, GMAT or SAT are required by very few Universities and for selected courses only.
You can study in the UK without IELTS, TOEFL, PTE or any other English proficiency test, in case, you are from a CBSE background or you have more than 65% marks in your 12th board. Pre-Sessional English Language program is also offered to the students who do not meet the IELTS, TOEFL, PTE or any other English proficiency test requirements of a particular course at a university.
